Preserving a Modern Neighborhood: Koşuyolu

Özet

The concept of a “designed neighborhood became widespread following the foundation of the young Turkish Republic, particularly in regard to the works of invited urban planners and architects from Germany focused on creating modern environments. Concurrent economic problems and the lack of building materials limited construction activity and raised the prices. Koşuyolu Neighborhood was planned as one of the pioneer examples of municipality’s initiatives in 1948 for constructing low-cost houses in order to meet the demand. Leading planners and architects of the period like Kemal Ahmet Aru, Rebii Gorbon, Seyfi Arkan, and Leyla Turgut were involved in the planning process between the years 1948–1956. Regarding contemporary preservation concepts, Koşuyolu Neighborhood is a heritage place as one of the first examples of its type and should have a legal conservation status Planning decisions and implementations within the site should consider its modern architectural heritage values. The paper will discuss the architectural and urban features of a “modern neighborhood” as well as its heritage values and preservation possibilities, in regard to challenging conditions of the site.

Professor Kemal Ahmet Aru who has directed urban planning studies in many cities, has stated that in the50s ˙stanbul was on a verge of a dramatic transformation in regard to social and urban structure therefore was in an urgent need of 40.000 houses as per estimated by the commission of which he was a member as well (Aru 1953). Kos¸uyolu Low-Cost Housing Neighborhood was one of the earliest examples of social housing enterprises with the objective to solve housing shortage in the developing city with a high increase in population. In 1950s architectural circles in Turkey have had various debates on housing policy, social housing and low-cost housing. Implementations financed by Emlak Credit Bank which, has been founded to give financial support for housing constructions planned by the government and the municipalities were criticized as to be quite wide of the mark and did not satisfy the demand for low-cost housing. Zeki Sayar, architect and the owner of the architectural journal, named Arkitekt, in many of his articles (Sayar 1946, 1952 and 1953) underlines that low-cost and social housing policies of the government were not sufficient to solve the problems. Sayar (1958) stated that, housing blocks on Atatürk Boulevard, planned and constructed by ˙stanbul Municipality Dwelling Office in partnership with Emlak Bank Technical Committee between the years of 1954–57 likewise IVth Levent Neighborhood planned by Kemal Ahmet Aru and financed by Emlak Credit Bank were far from being included in low-cost housing concept due to the internationally developed minimum standards and norms as well as. According to Sayar (1958), both housing projects could be accepted as luxurious even for middle income families thus, they went beyond the scope of “habitation of low-income citizens”. The only exception for widely criticized housing implementations is the Kos¸uyolu Neighborhood.
