Matthias Finger argues that in the global economy people have no bargaining power left, except the power of being consumers, and that the idea of a 'global civil society' is therefore inadequate. He reviews what people and their political means have become in the global society by clarifying the processes of globalization, and their impacts on people, examining the implications of globalization on politics and the political means people no longer have at their disposal. Finger argues that delinking from the global market is, for the majority of the people, the only reasonable way out of the negative consequences of globalization. While arguing that current public sector reforms can be an opportunity for the people to reclaim 'political power' he doubts the arguments In favour of 'global civil society', as this is ultimately a concept of the 'global managers', not of the peoples.
