This paper explores recent effectiveness of planning interventions in Turkey in transforming market outcomes. It does this through an empirical investigation of the use (or lack thereof) of four types of planning intervention: market shaping, market regulatory, market stimulating and capacity building instruments. The analysis, which is based on in-depth interviews with a range of key market and state actors, demonstrates the limitations of a hierarchical and centralised planning system dominated by a technocratic rationality. This planning system has failed to use the full range of interventions available to it to deliver its strategic goals, with negative consequences in terms of increased risk and uncertainty for market actors, as well as the loss of opportunities for planners to intervene in a more collective interest.
