Abstract
Smart solutions in cultural heritage sites play an important role in both preserving traditional values and utilizing methods that combine modern technology and innovation. Smart solutions also have a significant role in promoting sustainability and enhancing the visitor experience. This study primarily focuses on management systems in cultural heritage sites and the use of effective smart solutions and digital technologies within these systems. By examining innovative initiatives in Florence, one of the leading cities in the field of digital technologies, methods used to address issues related to historical site management were identified. In addition to Florence, intelligent initiatives in the historical city of Yazd and their impact on its management were also discussed. Approaches to address challenges in managing historical sites were explored in the context of smart city components. In this context, the fundamental factors of cultural heritage management systems have been classified from the point of view of the components of a smart city, based on the Florence Management Plan. Thanks to the newly identified technologies and digital platforms, different methodologies were explained for each component. This approach allows us to understand the aspects of cultural heritage site management systems and the implementation plans addressing the issues for successful sites within the context of Smart City components.

The historic city of Yazd (HCY) was given legal protection as a national monument in 2005 based on the Law for the Protection of National Cultural Heritage (1930) and the Law for the Establishment of the Iranian Cultural Heritage Organization (1979) (). The historic area is also managed within the framework of laws and standards for the preservation of historic cities. There are two main approaches to interventions in the historic areas of the city. The first approach is the activities implemented by Iranian Cultural Heritage, Handicrafts and Tourism Organization. The other approach includes activities carried out by either the private or public sector. The planning activities are financially supported by the government directly or indirectly managed by the Office for HCY. In this framework, the office for HCY primarily prepares intervention plans within the national framework and then submits them to the technical committees for review and approval (). In the second stage, the plan and the required budget are reviewed and forwarded to the central administration. The restoration, conservation, and urban plans approved by the central office are then implemented by HCY office. In the second approach, individuals or institutions wishing to intervene in a historic monument must first submit an official application to the office for HCY (). The committee reviews the application and may require the preparation of plans for the implementation phase or reject the application. In this phase, prior to any intervention, evidence must be provided on the methods and techniques to be used for the restoration, conservation, and reconstruction projects of the monument (). To proceed to the implementation phase of the plan, all of the implementation steps identified in the first part must also be carried out in this section. Within the framework of the protection management for the HCY, two different institutions are in charge of implementing and monitoring the procedures. These are the following institutions:
