Abstract
In this study, picture fuzzy sets are expanded using Z-fuzzy numbers that can model reliability information in addition to the restrictive judgments of experts. Then, the Analytic Hierarchy Process (AHP) method, which is one of the most commonly used multi-criteria decision making methods, is extended to the Picture Fuzzy Z-AHP method to create a more inclusive and reliable pairwise comparison structure for decision makers. An illustrative example for the solar energy panel selection problem is presented to demonstrate the practicality of the proposed method. Finally, a comparative analysis is performed to demonstrate the effects of reliability information on the results, which also justifies the importance of considering reliability information.
