Abstract

Whether managed by the government or the private sector, hospital management is a highly important issue in terms of both public health and the efficient use of resources. For hospital administrators, establishing an objective performance evaluation system is essential to assess the effectiveness of managerial decisions. In this study, hospital performance management is examined from a multi-criteria decision-making perspective, and a decision model consisting of eight criteria and 25 sub-criteria has been developed. The performance of a hospital is investigated from different perspectives, including financial aspects, satisfaction, efficiency, service quality, technological infrastructure, sustainability, and compliance with laws. The approach is implemented using the Fuzzy Analytic Hierarchy Process (AHP) and the TOPSIS methods. Fuzzy AHP is used to determine the criteria weights, while TOPSIS is applied to calculate the performance scores. To better represent expert evaluations, linguistic terms are used and later converted into fuzzy numbers. The study is conducted using data from three different hospitals, and the results are analyzed.
