Abstract
Energy management projects are predominantly recommended by external sources, such as Energy Service Companies, and this can lead to a significant variation in the reliability level of evaluations conducted by top management. Considering the potential absence of direct expertise among decision-makers in these projects, it becomes crucial to account for the reliability levels of their assessments during decision-making. This paper introduces the Pythagorean Fuzzy Z-Analytic Hierarchy Process methodology to account for the reliability levels of decision-makers’ judgments and applies it to weigh the selection criteria of energy management projects.
