Abstract
The linguistic terms used in expressing thoughts more naturally are used in many scientific studies, especially decision making. In order to obtain better results than linguistic expressions, studies are carried out to develop the hesitant fuzzy linguistic term sets (HFLTSs), which are used as the main tools for expressing and evaluating linguistic terms. A new example of these studies, the double hierarchy hesitant fuzzy linguistic term set (DHHFLTS) was developed to more accurately describe complex linguistic expressions. In this study, the decision-making problem is dealt with to determine the optimal location for the installation of photovoltaic (PV) solar plants with high installation costs. According to the DHHFLTS, the evaluation statements from the experts are processed by the MULTIMOORA method, which is an important decision-making tool, and the four alternative positions are compared according to four basic criteria.
