When this article was first published, an unclear proof correction caused a mistake in the second last paragraph of the Conclusion section. Instead of “Referring to (1), this means when N=0 both regularity and uniformity are maximum, yet when N>0, N=0, N>0 uniformity should have already vanished, in contrast to regularity.” it should be “Referring to (1), this means when N=0 both regularity and uniformity are maximum, yet when N>0 uniformity should have already vanished, in contrast to regularity.” The Original Article was updated.
