Abstract
This study proposes a multi-criteria decision model for construction contractor selection in the Turkish public sector. Current selection methods are reviewed and three main concepts are generated for selection: cost, time, and quality. The proposed selection model uses evaluation criteria related to these concepts and has a process with two main stages: contractor prequalification and the choice of the eligible (compromised) bidder among prequalified contractors. This model can be used as a decision support system by project owners in order to identify an eligible contractor to be awarded the contract.
